It's target are rafters and local city paddlers.  I was on the phone with them 2 days ago because I am flying to Charlotte in June for a week.  They said they have finally decided that they will not rent equipment, period.  Apparently they can't find anyone to insure them for it.  A 1.5 hour lesson, where you can borrow equipment, costs $80.  Uh, no thanks.  NOC here I come!  I was headed there anyway, but now I'll be spending one more day there.

It's a shame to see what's come out of it.  I've had an idea in the back of my mind for something similar on a smaller scale in my area, but I am completely turned off by the result.  We have a 600 acre reservoir sitting at 1200ft with an aquaduct running into the town about 400-500ft.  They occasionally generate electricity at a small turbine facility.  I think there's some potential there.
