if you are using a boat not registered in ohio that is owned by a non-resident, but are an Ohio resident yourself you're going to have a fun time with any ODNR officers you encounter. Legally you can't register the boat unless you own it and its very fuzzy about how you prove that its owned by someone out of state if their state does not require it to be registered. if you ask the boat registration folks you'll never get the same answer twice.
