I know plenty of people who have taken to dressing a bit light for conditions, figuring they will be plenty warm by their level of activity. Thing is, if you are losing body heat elsewhere, your body will shunt off blood supply to your extremities (hands and feet) to keep your core warm. So, keep your core warm and you will keep good blood flow to your hands and feet.

I was out the other day and was having no problem keeping my hands warm. Took a bit of a break and had some hot chocolate. Unfortunately, by the time I returned to my boat I was feeling a little bit chilled. I figured I'd warm back up as soon as I got active. Wrong! My hands just got painfully cold awfully quick. Neither air nor water temperature had changed. The only real difference was my what my body was doing to maintain core temperature.

So, besides trying latex gloves or paddling gloves or paddling mittens (in conjunction with the pogies), you may want to add a helmet liner or balaclava (if you weren't using one), and/or another layer, or a heavier layer, of fleece (or whatever) under your drytop.
