In my experience that is.  

I always wear NRS hydroskin gloves, which are very thin and dextrous but pretty warm, under my mountainsurf creek pogies. 

I have found that if I am just a slight bit too warm after i put in and warm up on the river a bit, then my hands do not get cold, but if my core feels just right, my fingertips get cold. 

So, I always wear an extra layer on my torso, just to keep my fingers warm.
