i've been twice to CR (may and november) and water hasn't ever been a problem. i was under the impression that the dry season ran from december - april and that the rainy season was may - november.

my first trip to CR was with CRR, but with the former owner (Ray). frankly it wasn't that great of a trip, but it was what it was and when i went again to CR i went with NOC - outstanding trip.

i'm assuming that you have let them know you weren't happy before coming on here and suggesting they misled you. having done a lot of outfitter trips, they tend to take the group to runs that everyone will enjoy. it sounds like not only did you not have a lot of water, but that your group was mostly class II paddlers and they catered to that to your detriment.

you should go back with another outfitter (i'd suggest NOC or Endless Rivers) as there is no shortage of III/IV water there assuming you're with a group wanting that and you go in the fall for sure.
