I also know who I think you and Blueez are referring to, and paddling Cheoah sans falls is really a class III water ride and very much equal to taking a bath for that person; I don't think any of those are class IV if you are anywhere close to being on your line, maybe the one after the bridge at Tapoco. Furthermore, not everyone was running it blind. Cheoah had run before, plenty of people had run it, including many of us who used to come up from Georgia, and based on where the person you refer to lives, I'd be very surprised if that was a first run for her. Maybe a first run at these lower flows (1500 and below)... Let's stop the judging; one thing we should learn as paddlers is to let people make their own decisions.
