Of course, it is ultimately up to the parent to make the final decision.  For example, my 14 year old isn't going to be running any 50 footers any time soon as long as I am anywhere around.  But not every Class V has a heinous death sieve or sick undercut so if he and I believe he can make the line AND he is paddling well AND is confident at that moment, I would let him run several Class V (5.0) rapids.
