You might try washing it first.  Body oil, smoke/smog, and who knows what in the water can clog the breathable membrane.  Wash it in a full water load of cold water, gentle cycle, with ReviveX Cleaner, Nikwax Tech Wash or powered baby detergent.  Add your ReviveX or Nikwax Water Repellent per directions (usually when top is wet) and then set with heat...dryer or iron per directions.  If you use an iron be sure to put a towel or something in between the top and the iron.  Most breathable fabrics need to be treated every 6 months or even sooner with heavy use.  It's the nature of the breathable membrane to get clogged and then start to wet out.  Hope this helps!
