A used whitewater kayak, a paddle, a life jacket (PFD), a spray skirt and a helmet. That's the minimum requirement. You will need air bags in your kayak and something to keep from getting cold (neoprene wetsuit , Farmer John, and a spray jacket. Neoprene booties and poggies). With this, you'll be ready to start. You will accumulate other gear as you go.
If you can find a paddlers who is trying to get rid of some gear, they may sell you a complete starter kit. My first kayak was a home made13' fiberglass boat that came with a paddle, spray skirt and air bags. $125 in 1977.
