	A fisherman with that contraption on, all his gear, a six pack and trailing a stringer is an accident about to happen in swift current.  But are we going to start regulating every facet of our lives?  I would rather live in a free society where fishermen can get in these tubes and fly fish without being arrested.  Every new law, rule and regulation chips away at our personal freedoms.
