Just a suggestion, but in most of the cases I've heard about, it was the S and R's poor swiftwater rescue skills that were the highlight of the story.  Paddlers paddling harder rivers take care of their own shit most of the time, so where is this drain on the SandR folks at?  I'm guessing coastal waters.
