Buying all new gear at retail prices, you can get into whitewater under $1500 (not saying you will get the best gear, but new retail price.) Depending on what you compare it *to*, that's pretty cheap for upper middle class Americans. If you're doing flatwater and buying a boat that's several hundred dollars less expensive and no helmet (unnecessary), with plastic paddle and super cheap Sports Academy PFD, it'd be a few hundred dollars tops.
