this may come off as arrogant, but... certified experts seem, (with some exceptions), to be more certificate than expert.  I've seen my share who weren't qualified to paddle over class III.  ...and the idea of being required to take a course from one of these folks, in order to be allowed to boat, strikes me as perverse in the extreme.

Don't get me wrong, I value safety training and think everybody should be trained, but I *am* trained already.  Like, a lot.
And I'd rather have my own crew of un-certified-but-waaaay-competent buddies getting my back than some ACA-certified flatwater blowhard, thankyouverymuch.  We've done this stuff (well) for years, decades-and without government regulation or intervention.

why does anybody think this should be regulated?
