And no matter how trivial your encroachment on that line seems to you, it has to be enforced by the executive branch representative responsible to avoid areas of grey and images of "favortism"

If the law reads something like "encroaching into the route of travel" the white line signifies the beginning of the travel lane, and thus, touch the line and you are breaking the law. It's not up to him to decide where to draw the line, only to know when to enforce the line when it's crossed.
