I don't know as much about it since it came out after I left the outdoors industry. The line on it seems to be that they've been able to eliminate the polyurethane layer without the ePTFE layer becoming clogged with oils (which is what happened to 1st-gen Gore-Tex). That would improve water vapour transmission without compromising waterproofness. The big question would be durability--will it resist oil clogging forever? And how well is it glued to the face fabric? One of the things Gore used to make a big deal about is how they manage to glue Gore-Tex in the fabric in a very durable way, while keeping it breathable.
