I would agree a river runner or playboat would be best. But unless you are a river junkie without a real job you will not be using any boat to near its potential your first year. Find someone who got scared or is changing sports and selling everything. You could get started for $500 or so and just get paddling, just make sure whatever you get fits you. I bought a different boat each year for my first 3 years as well as upgraded a bunch of other equipment. It is easier to choose the right equipment for you once you are a decent boater. Also your turnover loss on used equipment is minimal.
Just get a boat and get on the water.
