I am not sure but everytime we talk about putting playholes in around asheville the Army Corps of Engeeniers has to be notified and I believe a review of impact study must be filed. I have also heard that it is illeagal or a least a violation to move rocks in creeks and streams that the forest service is responsable for; there is a posting at the davidson that says you either should not move them or that is ileagal to move even the small stones. Best to check first
