In reality, the average number of boaters per year will likely be significantly lower because those average six days of water could be during the week, when it is 20 degrees, etc.  It looks like there are many obstacles for most out-of-region boaters to actually paddle these sections.  And, maybe that is the point considering the chosen alternative was "designed specifically to protect and enhance outstanding trout fishing and minimize conflict between boaters and existing users . . . ."

That kinda seems like one user group was given a preferred status and the use protocol was structured with a pre-determined outcome.  Big surprise.
