there are some who would agree with you. However, I don't & I don't agree with them either. But I will listen. I would rather save my money. Look at the whole document & you will see there is no regulation or permitting of any other user. There is also very little management of the resource besides managing you, the boater. I would like to point out, you the boater has caused none of the existing resource damage, but are the only one being managed out of the equation. Sure it is baby steps, but baby steps aren't going to change a damn thing in the headwaters. Everyone else gets to do their thing like they always have. You get to do your's when they say you can & that is structured to be a very rare occurance, if you are extremely lucky. The angler, hiker, birdwatcher, backpacker, & swimmer gets to do their's whenever they feel like it. Is that stucture right, fair or in the best interest of the resource? What is your opinion of that? Is boating your only interest? I'm listening.
