down the rope to the swimmer and change the angle of pull to "shorten" the length of the pull.

What it is used for is when a rope swimmer gets hung on the eddy fence or similar and needs help getting across/thru the barrier.  When you vector pull, it helps get them thru the eddy fence and into the eddy.
