	I think that the "partial access" is not a solution. If all parties agree on "partial access" as the solution, that means that no more negotiations will occur. The problem has been solved. "Partial access" will be the status forever. A more accurate term would be "discriminatory allocation of public resources." My tax money pays for public land just as much as that of a non-native trout angler.
