Boaters have been banned from sections 00 - 1 for over three decades. The wild and scenic rivers deal was the best compromise that could be made at the time. It sucked, but was politically feasible. At least, the locals don't vandalize boaters cars as often as they used to. I think we have to view the plan to allow a few boaters as the first step and continuously try to incrementally improve the situation. Aim for the whole package, but keep taking the compromise and come back the next year for more. It's shitty, but that's politics for you.

As far as water levels go, there were several drought years in the late 80s - early 90s where the level was around 1' in July and dropped below 1' in August (1987, 88, 90 and 93 come to mind). I remember doing a full moon run on 4th of July weekend in 1993 and it running about 1.1'. I also remember running section 4 at over 3' the previous August.
