	It's close to UT, about an easy 5-10 min bike ride, even closer to downtown (shops, food, bars, etc), with a pair of grocery stores within the same distance.  There are spots for rent within your budget, along with some that have yards. West knox has cheap areas with land, but you would be driving a lot, same with south knox.  Far north knox and east knox can have some rough areas.
