...to say something, in my opinion. if a seasoned boater sees someone that is obviously in way over their head at a high profile place like great falls (or anywhere really), then they should at a minimum talk to them and get a better read on the situation, which is what you did. you learned that in fact he had never run it, and by your questioning and his responses, it was obvious to you that he was in over his head and didn't know what was going on. just the fact that you saw someone from a distance that worried you enough to get out and hike over there from the md side, interrupting your own run, says a ton. your gut and experience took over. if i was up there and saw someone with obviously infererior gear, milling around seemingly lost and inexperienced, i'd at least speak to them and get a better read on the situation. if it turned out to be 'mr old school' in his old cruise control, ace helmet, and extrasport high float getting in a evening run, then cool. obviously you became more worried after speaking with him.
in my opinion your only mistake was not sticking around to see what he did and offer safety if he still insisted on running it.
