There have been two whitewater kayaker deaths and they have not restricted access one bit. I personally do not believe that an occasional death in the Falls will lead to any restrictions.

I think coaching not-ready people down off the Falls is about saving lives. A paddler who flips in Z-turn has a pretty good chance of getting beaten up. A person swimming in the water above the Spout is in mortal danger. Sometimes the only way to prevent a tragedy is to try to talk the person out of running it at all.
