Not really. 
It takes quite a while for the the water to fill everything in, but much of the riverbed has some water in it before they turn the water on.

I used to do it often to get ahead of the rafts.  We would make our first lap just a striaght shot and then go back up and play our way down. It's not hard to out run the water, and not much fun to drag and scape your way down.  You will have to sit around in an eddy and wait for a while if you don't have a high tolerence for rock/boat interfaces.

Go do it.

Paddle on and let God handle the rest
