For all around town its gotta be in the SouthEast just b/c of the pure access element of the whole thing. In other words, there is no where else in the Continental US where you can live and within an hour of 4-5 runnable, bueatiful and ideal rivers. So, refer to the post about best paddling towns to live in the Southeast.
Am I bias, maybe. But I've spent time in Colo and Cali and got tired of 3-4 hour commutes to running rivers other than the closest one.
