Saluda or Hendersonville (Upper Green) and Sylva or Bryson City (Nanty) are a few good class III towns with reliable water. The Upper Green is a much better fit for most than the Nanty, however, b/c you don't have to avoid the raft trains.

Hmmm. To me, a single river does not a great paddling town make.
