Only skilled boaters can safely navigate the headwaters, but anyone can walk in and fish. If they're worried about reducing conflict, then reintroducing brookies and eliminating non-native stock would solve this problem. Of course, if they're honest about protecting the river, they'd do that regardless of what kind of recreation it affects, but then they've not been either honest OR reasonable thus far. The part in the last few sentences about protecting angling while mentioning nothing about protecting the recreation of other user groups is telling.
