If I didn't know the state-level navigability toolkit existed it's unlikely I would have found it as fast as I did:

Main AW page to the Stewardship page (using the Our Organization tab at the top of the main page) to the State Navigability Law page (using the navigation bar on the right side of the Stewardship page) to the Tennessee Navigability Report (using the Tennessee link on the State Navigability Law page).

Perhaps the Stewardship page should have its own tab in the navigation feature on the top of every page, with a subset of the links on Stewardship page on the new Stewardship tab.

The real issue here is that there is so much on the AW site it is not going to be easy to figure out how to make it easy it easy for users to easily find everything on it, especially users who do not know everything that is on it.
