Then the 76 gauge would work.  Obviously I don't really think there is a need for having a gauge and river level precondition, its just silly anyway since rain and flows decide that naturally, but just so there is no confusion.  But there could just be signs posted to not paddle if the river is below a visual gague at the access points.  And we aren't talking about pre-registration, at least I hope not.  Just permit forms that you fill out and carry with you on the river just like you currently do for Section 4.  That way the FS has the useage data after the fact.  I would be all for a Burrell's Ford gauge but like Milt said it may be undesireable.  Once the guidelines are set and understood and well posted by everyone I don't think we would have lots of folks not following them.
