at extremely low summer flows. People in junk inflatables, overloaded aluminum canoes, etc. On section 3 they are just a noisy offense, but I care enough for trout fishermen, hikers, and photographers to NOT want such junk paddlers on the headwaters. When the flow is low enough that paddlers with half a brain cell would not want to run, then let's close the river to idiot traffic.
