Just ask anyone who has tried to do river correlations. You have to pester people just to get information. Even your best buddy won't call you with a river level. The only dependable way to get timely info is to save the USGS gages.

As far as the USGS seeing a single user group as a source of funds, I doubt that would happen. They know, as well as you, that there is no way a small group of individuals can scrape up enough money to save a gage (and USGS jobs) every year. Less gages = less jobs at the USGS. I'm sure the USGS is concerned about funding cuts.

Maybe the boating community can buy a little time til we find a long term financial partner. I don't see private donations leading to the slippery slope of 100% private funding of the USGS or any government system for that matter.

But then again, I could be wrong. I've been wrong before. Just ask my wife.
