but, that really wasn't my point. and if you weren't aware, there is already an online network of private weather stations. i personally won't in the future post levels or predictions because i don't want a bunch of people from OH and DC showing up and...... i learned my lesson last spring on that one.
fees are already disproportionately directed at boaters, and i don't think its a good idea to even give anyone the idea that we should be directly footing the bill for basic weather/hydrologic monitoring. this is something that should come from general tax revenue. this is basic public health and safety.
moreover, i've seen this process with the usgs before (and personally dealt with usgs and iflow personnel on more than one ocassion). the announcement that certain gauges are in jeopardy is just the beginning of the process and no time to panic. they are really just hoping to elicit public response. if you right off the bat provide funds, well there is a high probability that they will come to expect it and look for it again in the future. you would create an expectation in the budgeting process...and when and where do you draw the line? you yourself made the point above that its not even practically possible for local boaters to fund even two sites. if boaters were to start funding river monitoring it would be much cheaper to do it privately rather than subsidize the usgs.
a strong response to the appropriate officials is likely to be more successful in keeping the gauges operating than simply giving them a certain amount of money, and it doesn't create a precedent of boaters directly paying for their operation. that is a road i think we should strenuously attempt to avoid - something that should be done as a genuine last resort with the clear message that it will not become a trend. |
