The take out is closed to traffic, many access roads in the area are blocked and manned by troopers, it takes a long time to run shuttle as a result, and you'll need written permission from a rafting company to take out and navigate the shuttle blockades, at least that is what i learned.  Since 9/11, security (bridge was once a target allegedly) has made paddling on bridge day pretty much impossible and or miserable.
