The 1200 flops around a little in front, the 1300 is not as bad.  I personally dont nor would i suggest strapping it in.  It would for sure impede your ability to swim if you had to.  I put it up front on familiar runs that i feel confident in not even flipping over, anything hard or creeks i dont do it much.  nobody i know straps it in in the front.'
