I'm pretty sure they did this in the fall of 2003, if not '03 then definitely 2004.  The Squirt Ranch went away completely a year after this, but came back big after the winter 2006-2007.  It is a bit more dynamic now, with a much higher lower end,1500ish compared to never being too low.  The river left channel used to be the deeper flow, but now it is the dryer side.  The Ranch is currently disappearing again, so we'll need a big high water event to clean out that river left channel again.  Last winter only left more deposits, thus killing the power from the left channel that we had in 2007.  If we don't get a flush out, I'm betting that it'll be gone next year.  Our last big session was two weeks ago when it got up to 1700-1900ish, and to me it felt like the 1200cfs of 2007.

In the end the Ranch is doomed.  A Clinton era program enabled the residents there to have huge rock/concrete barbs installed on the river left side above the island, with the purpose of drying up that channel completely.  The interesting thing is that its not the river itself that floods the neighborhood, it is actually a creek that comes in, and the flood water comes in from the back side of the houses towards the river.  Either way, in time it will completely dry up, and we can say bye bye to the Ranch for good.

I'm hoping for a few more good years!
