If you go to a town know for it's paddling while "in-season", you shouldn't have any problems finding some "Brit" with local knowledge who will show you around as long as you have a car.   We went to Pucon Chile last year and their were plenty of paddlers around town to hook up with.  It was more of a class IV+ area but go for it if your up for an adventure.  It's not like you can't portage the harder drops. 
Chile rocks, I hope to go back this years.
