I have shoulder issues too, so this is a question I have pondered quite a bit. If you haven't already I would suggest trying out a bent shaft paddle. The more natural wrist position helps to relieve a lot of the stress on the rest of your arms. You might also consider trying a paddle with smaller blades. You'll get less power out of your strokes, but it will also reduce the stress on your joints.
I don't use Werner because they are so stiff and their bent shaft setup is not comfortable for me. I currently use an AT2 SL. Unlike the Werner all carbon layups, the SL has a nice flex and smooth feel in the water. I have also used a Mitchell Remedy bent shaft that was light and felxi. I really liked the blade shape on the Mitchell, but the shaft was not very durable in my experience. The carbon layup Accent paddles have a nice medium flex and are super durable.
