Some things to think about:
1. Start simple - model the watershed as onebasin, using some of the more basic methods.
2. Precipitation inputs are very important - use some sort of gage weighting scheme rather than a simple average. Looks like you have decent gage coverage. Look at the PRISM maps to get a feel for averaged elevation effects, as previously suggested. If you really get into it, I can send you a paper I wrote on how to determine station (gage) weights using a combination of Thiessen polygons and PRISM (or any isohyetal) maps.
3. Initial watershed (soil moisture) conditions are very important too. I doubt you want to run in continuous mode (could be wrong here), but it is useful to extend your runs back in time so that when you get to the event you are interested in, whatever you assumed as your initial conditions are no longer important - try different time periods to find out how far back you should go.
I would think that you could do without HEC-RAS.
