If you have already tried all the usual stuff to get out like roll back up and work to the edges or drive your bow in and endo out, flip upside down intentionally and reach towards the bottom (or down stream if it is really shallow) with your paddle and try to catch the current that is always flowing down stream at the bottom of  a hole.  It will usually drag you out and then you can just roll up.

Sometimes, if I have already tried a few things and it's not working, or, it I happen to know it is a hole with a particularly sticky reputation, I just go ahead and flip upside down and reach.  I usually get out faster with less energy expenditure than fighting all that time and still not getting out.
