I've never been, but that statement doesn't make sense. It is obviously a bad place to learn about foot entrapments, undercuts, seives, strainers, or the many other problems you are going to encounter on a natural river, but it seems like a great place to learn about whitewater. You say it will give someone undeserved confidence? I say it will give somebody not only the confidence but also the skills to handle the water, then they need to learn to handle everything else. Do you learn to ride a bicycle on a busy street? You learn to handle your bike in the driveway, then go out on the street with the skills to avoid traffic.
