In Pigeon Forge, TN, we gave a written request to the
directors of the city community center, as opposed to a private gym.

This request process works best when you research the lowest demand times for the pool, and mention those times as possible, but also make it clear that you will gladly
accommodate the changing needs of the pool schedule.

We submitted directly to a paddler on the management staff, who enthusiastically championed the cause and garnered approval in less than 24 hours from the time of the written submission.

We had enjoyed a few sessions previously, when the head lifeguard had allowed us in with a boat or two during slack times.  After witnessing our courteous behavior, the Center seemed quite willing to make it official. This is Art Fisher, and you may call at 865-680-5760 for discussion.

My undergraduate work was in Finance and Risk Managment, so I understand that the insurance issue naturally surfaced.  However, it did not arise in our case. You may want to point out that most major colleges and universities, like Univ. of  Tennessee at Knoxville, have kayaks and gear for rolling stored at their aquatic centers, and most all have regular blocks of time for practice in the pools.  This is how my daughter perfected her rolls after I got her started in our home practice pool ( yes, I'm spoiled with pools ).

One other angle is through business relationships; we market vacation homes for a local resort, who gladly lets us in their pool with our boats during slack periods.
