...they use and divide those taxes differently. I recently watched a CNN segment regarding this issue and, according to that, the European gasoline taxes are actually paying for lots of the social programs, such as national health care, national child care, time-off following the birth of a child, etc.
According to that CNN interview, by the time you add up the taxes Americans pay PLUS the expenses for health care, child care, the cost of not working for a new mother, the Europeans are actually paying less in total expenses than Americans. I'm sure that those expenses and benefits are not uniform so, it is hard to generalize.
