Why didn't Jimmy get anything done when he was in office and there was a crisis? Because it still didn't get deep enough into our pocket books to make a difference and he had little political support even from his own party.
I'm of the firm opinion that market forces are a hell of a lot more effective at mandating change than political parties. Want Americans to conserve energy and drive small more effiencent cars, 4 dollar a gallon gas is going to do it a lot faster than any government program. Since I also pay for energy just like everyone else, I'm also aware that the market can be pretty ruthless about change too.
Remember the economy before Reagan? Things like price controls, double digit inflation, double digit interest rates? A time when the serious discussion among economist was that 8 percent unemployment should considered full employment? As ruthless has the market economy that evolved from "Reaganomic", even with the downside like the Savings and Loan scandal (Republicans fault), the Dot Com bust (Democrats on that one) and the Enron/World Com/etc stock Scandals (Democrats get that one too) , it has still been better overall that the shit that went on before that time.
