It's a pretty good proposal in terms of what you describe. They effectivley exclude all consumption up to poverty-level spending from taxation, and then tax at a flat statutory rate from there, which creates a progressive curve upward in effective tax rates as spending approaches infinity.
Consumption correlates more closely to wealth than income does- so if you're looking for a tax that targets wealth proportionately, then HR25/S25 is better in more ways than one than a progressive income tax.
