	done a "save as" with sheet previously formatted. dunno, sounds pretty damn weird. one route is to hit the top left corner with will highlight the entire sheet and then  you reformat, but you want to be careful with that as if you hit clear format it will drop all formula's. other than a formula, like = cell + 1 or something, i don't know why or for what purpose it would do it. now if you are working with fractions, like 41.6 or something, you can format the cells to round up. again, if you look at "format" and then cells there is a tab that you select whether numerical data is shown as percentages or how far out the decimal. this is really the only thing i can think of, but if you are typing in only "41" it should round up unless its 41.00 or something. dunno, sounds like someone did something stupid.
