They have a vested interest in this as well, since they too have boats that
might be at risk.  It could eventually hurt the tourist business.

Also, it might be good for Russ to contact the prosecutor's office for clarification.
Nobody else can do it for him since it was his boat, although it might not be
a good idea to mention retrieving it from the car!
