There is nothing wrong with going up with every step, but sometimes the right step can also be a couple of steps below what you are used to. We're not machines, paddlers have good and bad days... Also, not everyone has the same fun on the same class of water. Some paddlers enjoy class V and some enjoy class II. Paddling class two or three is not automatically better or more fun than class I. Even though some pretend that classification works like that: higher is better. :-)
Take your own development at your own speed, and don't be rushed into what doesn't feel good. You're doing this sport for yourself, for you to feel good and enjoy yourself. Move your boundaries and limitations when you are ready for that, don't push your limits. Like you experienced, getting trashed too often or swimming so often is no fun. Take it back down a couple of steps, and take your time to build up your comfort level and self confidence to the point where you feel like being out on the water is fun, instead of scary or uncomfortable. If something doesn't feel good, there is usually a very good reason for that.
This can be a very rewarding sport, if you trust your instinct and aren't pushing yourself over the limit.
