The action was controversial at the time and remains so to this day. Oddly, the same tactic used by Germany against Coventry was called a war crime at the time, and it was hinted at darkly with respect to Dresden, but the firebombing of Tokyo doesn't seem to have been called into the same questioning. The firebombing of Tokyo took more civilian lives and did more damage than either atomic bombing did.
